Named after a Mexico City borough, the Tlatelolco Agreement stipulates the creation of a new strong network with six main goals:

- to promote cultural diversity and the circulation of the European and Latin American productions in Latin America;
- to organize regular meetings in order to share information and experiences;
- to collectively face news challenges (digital cinema, VoD and so forth) and find global answers;
- to promote the collective acquisition of rights and sharing of costs related to promotional and technical material;
- to encourage the collaboration with European partners;
- to act as lobby and to raise awareness of the fact that almost all public resources go to production while independent distribution and exhibition are currently the weakest link of the cinematic chain.

The second Cine Sin Fronteras workshop will be March 22-26 during the Latin American Film Festival of Toulouse.
