Media Mundus: Cineuropa proposes more efficient cooperation measures

- Discussions on MEDIA Mundus dossier are speeding up, with the final approval scheduled for May 2009. Cineuropa submitted a list of proposal to improve the efficiency of audio-visual cooperation.

There was an extraordinary session of the Culture Commission of the European Parliament in Strasbourg last Tuesday, to improve and integrate the report MEDIA Mundus, drafted by Deputy Ruth Hieronymi (PPE, Germany).

MEDIA Mundus (2011-2013), adopted by the European Commission on January 9, 2009 with a budget of €15m, is the new international cooperation programmed aimed at strengthening ties between European film industries and those of third countries (see news).

In sight of next June’s elections, the Parliamentary Culture Commission is speeding up discussions on the MEDIA Mundus dossier, final approval of which is scheduled for May 2009. There has also been pressure from the European Commission, which wants to render the programme operative by January 1, 2011. Claude-Eric Poiroux of Europa Cinemas, Alain Fountain of EAVE and Valerio Caruso of Cineuropa.org were invited to speak before the Parliament to put forth idea to integrate into the dossier.

Cineuropa submitted a list of concrete proposals to render the audiovisual cooperation programmes more efficient. These include the need for backing for third countries that tie in with the financial help allocated for the follow-up of financed projects; concrete financing measures for training schools and film centres for third countries; and also of fundamental importance, the creation of a production fund based on the model of the existing ACP Cinema programme.

Lastly, the list measures proposed highlight the need to simplify the administrative procedures for obtaining financing from the European Commission; give industry professionals a calendar for the presentation of events; and guarantee continuity to the Programme in such a way as to offer a permanent support desk for third country professionals.
