CNC: €505.5m in 2007

Unveiled last week by Minister of Culture Renaud Donnedieu de Vabres, the 2007 budget of the Centre National de la Cinématographie (CNC) stands at €548.2m (€10.8m more than in 2005). This amount includes funding of €505.5m (+2 %) for the film and audiovisual industry (an amount that has increased by €57.6m since 2002).

The bulk of this amount consists of: €121m of cinema ticket tax (almost 11% of the price of a ticket – a rise of 7%, based on 2006 estimates of 187m admissions), €349.5m in taxes on TV broadcasters (from advertising money, licence fees, subscriptions, text messaging and sponsorship) and €34.2m in taxes on video publishers (2% of the public price on actual videos and over the Internet).

In 2007, the CNC will allocate €42.7m (+1.8 %) of intervention and investment credits for actions organised by the Minister of Culture, including €24.3m for the preservation of film heritage.

Details of the 2007 breakdown are as follows: €256.8m for the film industry programme (compared to €224.5m for audiovisual), €157m of which is spent on automatic support (€72m for producers, €19m for distributors, €58m for exhibitors and €8m for video publishers); and €99.7m for selective funding, including advances on receipts.

The Minister of Culture also used the occasion to highlight the effectiveness of tax credits, which have very much favoured cinema since their inception in 2004 (and in 2005, television production as well) and relocalised filming within the national territory (72% of the 1,390 production weeks in 2006 took place in France and 92% of the 9,500 days of TV production filming).

This glowing report also includes such conventions as "€1 from the CNC for €2 for the collective", created in 2004 to promote film production (extended afterwards to audiovisual and shorts), which now concerns 32 collective territories, including 24 of the 26 French regions that represented funding of €67.6m in 2006, with €23.4m for feature films and €6m for shorts production.
